Bower, who is named at loosehead prop, makes his first start since the opening game of the Six Nations Grand Slam campaign, while Everard is retained in the back row.
Fly-half George Ford starts among the replacements this week as Owen Farrell starts in the No10 shirt.
England won the opening game 33-25 against Ireland, and now turn their attentions to the match against Scotland in Treviso this afternoon. The game will be shown live on Sky Sports 4, kick off 5.10pm.
Head coach Rob Hunter said: “We’re very lucky to have such strength in depth across all positions. It’s important that we rotate effectively so that we get the most out of these guys over the five games.
“Scotland will really come at us. We may have beaten them in the Six Nations but they will have improved since then, just as I hope we have, and they’ll be a real challenge.”
