Waldrom started for England in the opening two Tests of the autumn but returns to the Tigers No8 shirt, while England squad member Allen lines up at centre for the trip to Adams Park.
Fellow England internationals George Chuter, Louis Deacon, Jordan Crane and Mathew Tait are also included in the Tigers line-up.
Jonny Harris joins Chuter and Fraser Balmain in the Tigers front row with Dan Cole, Martin Castrogiovanni and Marcos Ayerza on international duty and Boris Stankovich suspended.
Deacon leads the team as captain, with Geordan Murphy named among the replacements after missing the last three games.
Prop Michael Holford has been brought in to cover the front-row absentees and starts alongside Kieran Brookes and Rob Hawkins among the replacements.
